Background information

Albania has transformed successfully from a centrally-planned state to a modern open-market economy. Especially during the last decade - due to foreign investment, emigration and urbanization - Albania´s economy experienced a structural shift from agriculture toward industry and service, ranging from telecommunications, tourism and banking. During the global financial crisis the Albanian economy had first been resilient to negative economic shocks, but recently the economy contracted.

Agriculture represents one of the main sectors, generating approximately one-fifth of the country's GDP, and providing employment to around half of the total employed persons. During the last decade, the production of wheat has been halved in favor of vegetables and fruit. This change has to be attributed to substantial modifications of land ownership and farm structure as part of the political transition. Collective farms have been broken down into thousands of smallholdings, most of which are subsistence farms with no market orientation. Insecurity related to land owning has negative effects on investments in agriculture and determines malfunctioning of the land-market.

Scoring 0.733 on the HDI (2014), Albania displays a high level of human development. Even if poverty is only moderately affecting the country, given that 14.3% of the population is living below the national poverty line, malnourishment is an issue which has to be faced with urgency, as approximately a quarter of children under the age of five is stunted.
